Why would the refundable fare be cheaper than the advance purchase or web-only fare (not offered)?

For those who travel on a budget, you’ll recognize the screenshot above to be Greyhound. Going direct from Portland to Grand Rapids is nearly $500, as opposed to just over $200 to Detroit, plus a 4 hour bus.
